FINANCIAL INCENTIVES:
Overview of City of Tucson Financial Incentives

Primary Jobs Incentive Program

Building Permit Fee Waiver - Developments in the Downtown Core/Infill Incentive District may receive up to $10,000 in building permit fee waivers.

Construction Sales Tax Credit - Developments in the Downtown Core/Infill Incentive District may apply up to 100% of construction sales tax to public right-of-way improvements such as sidewalks and traffic lights.

Environment Assessment Incentive - The City of Tucson provides grants to owners/developers to carry out Phase I (historic review) and Phase II (sampling) environmental assessments within specific area (see map). These assessments, especially Phase II, can be a significant cost.

GPLET - (Anticipated availability Summer 2013) - GPLET reduces a project's operating costs through an eight (8) year property tax abatement.

Historic Preservation Tax Incentives - Tucson has almost 30 historic districts within which income-producing properties are eligible for tax incentives at the Federal and State levels.

Solar Fee Waiver - Solar installation companies may receive $1,000 single or $10,000 subdivision permit fee credit for solar system or water heater.

 

CITY OF TUCSON INCENTIVE DISTRICTS:

Central Impact Fee Benefit District - "Road impact fees are reduced by 23% for any developments within the Central Impact Fee Benefit District." Reductions are applied at time of assessment.

Downtown Core Infill Incentive District - $10,000 building permit fee waiver per project and construction sales tax credit for public right-of-way improvements. Developments may also receive up to 100% reduction in parking requirements as well as loading, setback and landscaping reductions. These reductions are not subject to appeal. Developers can also submit a Planned Area Development more easily in this district.

Downtown Links Urban Overlay District - The City of Tucson will initiate zoning changes to provide height, setback and other incentives to promote transit-oriented design and adaptive reuse of historic properties.

Infill Incentive District - flexible development options that allow property owners to get relief from parking, loading, landscaping standards as well as certain other dimensional requirements if the development supports transit and pedestrian oriented development.

Main Gate Overlay District - The City of Tucson approved zoning changes to provide height, setback and other incentives to promote transit-oriented design and adaptive reuse of historic properties.

Proposed Redevelopment Area and Central Business District - Developments in this area will be able to apply for an incentive that abates property tax for eight years (GPLET). Anticipated availability is Summer 2013.

Ombudsperson Program - The ombudsperson program ensures that significant projects provided with the resources needed to move as effectively and swiftly as possible to completion.
