PELICAN Traffic Signal
The PEdestrian LIght Control ActivatioN (PELICAN) system provides a safe, two-stage crossing for pedestrians.

How traffic signals work
The public's understanding of the function of traffic signals can improve driving habits by reducing speeding and associated traffic accidents. The more drivers know about the operation of traffic signals, the less they will be frustrated when waiting for a signal to change.
Why are traffic signals needed?
As traffic volumes increase beyond the capability of lesser controls such as a four-way stop, it may be necessary to install a traffic signal.
Protected Left Turn Arrows
Protected left turn signals include a red arrow along with the normal green and amber arrow. They allow left turning drivers to proceed only on the green arrow. This turning method is very inefficient and generally not used in Tucson. Adding inefficiencies to signal timing reduces overall capacity and increases congestion. With increased congestion comes the potential for an increase in certain types of accidents.
The Citizen Request Studies/Signing and Striping Section responds to concerns expressed by citizens, Mayor and Council offices, and other government agencies relating to safety issues, signs, striping, and the collection of field data. Studies relating to traffic signals warrants, pedestrian flasher warrants, crosswalks, and spot speeds are performed by this section. The civil engineer and engineering technicians also work closely with contractors and inspectors to coordinate signing and striping needs for new roadway construction and resurfacing of existing roadways.
Each year, the City receives many inquiries concerning the installation of new traffic signals or left turn arrows. Engineering studies are done to determine where new devices are needed.

The Intelligent Transportation Systems and Signal Design Section operates the Regional Traffic Operations Center (RTOC). The RTOC communicates to and controls all City of Tucson traffic signals. In addition, they work with the other jurisdictions in the area including the Arizona Department of Transportation, Pima County, Town of Marana, Oro Valley and City of South Tucson connecting their signals to the city system to provide a seamless transportation system in the valley.
