City of Tucson City Manager Richard Miranda was born and raised in Tucson, Arizona. He received a Bachelor of Science Degree from the University of Arizona followed by a Masters Degree from Northern Arizona University. In 1975, he joined the Tucson Police Department and in October 1998, he was appointed Chief of Police, the position he held until June 2008 when he began his career as Assistant City Manager. Mr. Miranda is an active member of the Tucson Community.
During his tenure with the Tucson Police Department, he focused his efforts on preparing the agency to meet the demands of a rapidly growing community. During his time as Chief, the department grew from 960 to over 1500 members. Additionally, TPD attained National Accreditation and has been recognized as a leader in law enforcement technology and community policing.
As the City Manager, Richard Miranda currently manages multiple City departments to include City Court, City Prosecutor, Community Services, Environmental Services, Equal Opportunity Office & Independent Police Auditor, Tucson Fire Department, Housing and Community Development, Parks & Recreation, Tucson Police Department, Planning and Development Services, Public Defender, Transportation, Tucson Water and Zoning Examiner.
