AGENDA SPOTLIGHT: REFERRING PLAN TUCSON AND HOME RULE TO NOVEMBER’S BALLOT - M&C are expected to make final decisions tomorrow night about two possible items for referral to November’s ballot: (1) Plan Tucson, the City’s proposed new General Plan, and (2) Home Rule, either as an alternative expenditure limitation or a permanent base adjustment. The City has not referred a General Plan for voter approval since 2001, and is required by state law to refer before 2015. Referring either of the two proposed Home Rule options will allow the City to to dedicate sufficient revenues to needed services without violating Arizona’s constitutional spending limit. WEST SIDE S.W.A.T. STANDOFF ENDS WITHOUT VIOLENCE - TPD officers were called to a complex near Broadway and Greasewood around 10:30 p.m. Sunday for a noise complaint. According to reports, while an officer was interviewing neighbors, the suspect came out of his apartment and started yelling. Police say the suspect got into a fight with the officer, and the officer tased him. They say the suspect got away and went back into his apartment where he barricaded himself. Police say he was alone and armed with a knife. SWAT officers responded and were able talk him out of his apartment around 8:45 this morning. From KOLD/KMSB.

STRUGGLES CONTINUE WITH SUN TRAN’S NEW PAYMENT SYSTEM - Problems continue to afflict Sun Tran’s new “SunGo” card-based payment system, according to officials. Riders have reported problems using the website designed to load credit onto the magnetic cards, improper negative card balance readings on the new equipment, and drivers unwilling to let riders experiencing these problems board, according to a report in yesterday’s Arizona Daily Star.

ADOT FINALIZES THREE PROPOSED ROUTES FOR TUCSON-PHOENIX PASSENGER RAIL - The Arizona Department of Transportation has released a new map that identifies three possible routes for its dream project, a proposed commuter rail service linking Phoenix and Tucson. ADOT plans to narrow it down to a final train route by early next year. The commuter train system would connect Sky Harbor Airport in Phoenix with the Tucson airport. From KJZZ.
